Ukrainian President Volodymyr Zelensky Asserts He Lacks Clear Defense Guarantee from Partner Nations
Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide sound guarantees that they will protect his country in the case of a future Russian attack.
"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.
These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at talks in Paris on the previous day.
Details of the Paris Talks
Following the negotiations in Paris, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Allies proposed that the US would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
Moscow has not yet commented on the announcement made in the French capital.
President Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the long-term".
He continued: "It paves the way for the legal framework under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."
Zelensky hailed that accord as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political will, and that the partners are ready, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if European countries would defend Ukraine.
"However, until we lack such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend primarily on your inherent capabilities."
Persistent Challenges and Fighting
The Paris talks were also significant due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the participating countries "mostly completed" their work on agreeing security protocols.
Last week, Zelensky said a settlement was "90% ready".
Territorial concessions and defense pledges have been at the forefront of outstanding matters for diplomats.
Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to end the war.
The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an agreed point - but provided that Russia reciprocated the action.
Moscow now holds about three-quarters of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.
Attacks have been escalating against Ukrainian cities - particularly targeting energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
